This framework identifies the 'low-hanging fruit'; the desired work items that are both low effort and high impact so that the business can keep its velocity high and not sacrifice meaningful value.

Notes

Categorize each initiative based on effort and impact. Be careful not to overinvest time in quantifying these as the exercise is meant to help roadmap more quickly. Initiatives typically fall on a spectrum on each dimension. Some high value items do require more effort and should not be forgotten. Setting clear directives around investment allocations for "bigger vs smaller rocks" helps ensure these longer term / higher value initiatives still happen, but are partnered with several lower effort initiatives in parallel.
